Why don't I see a Story for this account?

Stories on Snapchat are temporary and disappear after about 24 hours. If an account has no Story active right now, none will be shown — this refreshes automatically once they post a new one.

Can I look up a private account?

No. This tool only works with public profiles, since that is the same content anyone visiting the profile page can already see. Private accounts are not accessible.

Does this show every Spotlight video the account ever posted?

It shows the most recent batch Snapchat's profile page itself lists. Very prolific accounts with a long history may not have every single older video included.
